The V-Cam is a community-created movie clip containing (AS2 or AS3) that acts as a virtual viewport. Unlike a physical object, it tells the software to only export what is visible within its boundaries.
To set this up:
Create several keyframes in a short span (1–2 frames apart). vcam adobe animate
