The story moves from Tamil Nadu to Visakhapatnam (Andhra Pradesh), where DCP Durai Singam is recruited under the CBI to solve the long-pending murder of the City Commissioner. His investigation uncovers a massive international criminal operation involving illegal dumping of toxic e-waste and medical waste from Australia into India.

Enter the antagonist: Vittal Rao, played by the late Thakur Anoop Singh, a merciless businessman with political connections spanning from India to Africa. The conflict escalates as Singam travels to Chennai, Hyderabad, and eventually South Africa to dismantle Rao’s empire. The film follows the classic Hari template: lengthy chases, punch dialogues, and a climax where Singam physically obliterates dozens of goons while delivering patriotic monologues.
