This paper explores the rise of the Indian Over-The-Top (OTT) platform Ullu, focusing specifically on the content categorized under "Collection L" and the broader phenomenon of "Unrated" web series. By examining the platform’s production strategies, thematic preoccupations, and target demographics, this study argues that Ullu has successfully capitalized on a regulatory void left by traditional cinema and mainstream streaming services. The paper investigates how these series utilize folklore, rural fantasies, and soft-core aesthetics to cater to a specific tier of Indian audience, ultimately functioning as a digital equivalent to the waning "grindhouse" or B-movie culture.
